ABSTRACT

A cross party group of MPs has said that Public Health England's failure to publish the evidence behind its decision to discontinue community testing at the start of the covid-19 outbreak is "unacceptable.” In a 19 page letter to the prime minister, the Science and Technology Committee called for publication of the evidence base and rationale informing Public Health England's decision to concentrate testing for covid-19 in a limited number of its own laboratories and to expand testing capacity gradually, rather than surging capacity through a large number of available laboratories in research institutes, universities, and the public and private sectors.1 This had led to the government announcing on 12 March that testing would stop in the community and would occur principally within hospitals—a decision that was "one of the most consequential made during [the] crisis,” MPs said in the letter. The committee chair, Greg Clark, said, "Greater transparency around scientific advice;putting capacity in place in advance of need, such as in testing and vaccines;collecting more data earlier;and learning from other countries' approaches are some of the early lessons of this pandemic that are relevant to further decisions that will need to be taken during the weeks and months ahead.”

ABSTRACT

Background:It is widely recognised that policymakers use research deemed relevant, yet little is understood about ways to enhance perceived relevance of research evidence. Observing policymakers' access of research online provides a pragmatic way to investigate predictors of relevance.Aims and objectives:This study investigates a range of relevance indicators including committee assignments, public statements, issue prevalence, or the policymaker's name or district.Methods:In a series of four rapid-cycle randomised control trials (RCTs), the present work systematically explores science communication strategies by studying indicators of perceived relevance. State legislators, state staffers, and federal staffers were emailed fact sheets on issues of COVID (Trial 1, N = 3403), exploitation (Trial 2, N = 6846), police violence (Trial 3, N = 3488), and domestic violence (Trial 4, N = 3888).Findings:Across these trials, personalising the subject line to the legislator's name or district and targeting recipients based on committee assignment consistently improved engagement. Mentions of subject matter in public statements was inconsistently associated, and state-level prevalence of the issue was largely not associated with email engagement behaviour.Discussion and conclusions:Together, these results indicate a benefit of targeting legislators based on committee assignments and of personalising the subject line with legislator information. This work further operationalises practical indicators of personal relevance and demonstrates a novel method of how to test science communication strategies among policymakers. Building enduring capacity for testing science communication will improve tactics to cut through the noise during times of political crisis.

[...]the committee recommended granting a conditional marketing authorization for Retsevmo (selpercatinib) for the treatment of cancers displaying a rearranged during transfection (RET) gene fusion, including RET-fusion positive non-small cell lung cancer, RET-fusion positive thyroid cancer, and RET-mutant medullary-thyroid cancer (1). The committee also recommended granting a marketing authorization under exceptional circumstances for Lumoxiti (moxetumomab pasudotox) for the treatment of relapsed or refractory hairy cell leukaemia (1). In January, the European Commission (EC) granted conditional marketing authorization to Moderna's COVID-19 vaccine (8), following a positive recommendation by EMA, based on positive Phase III clinical trial data that showed over 90% efficacy in participants at risk of severe COVID-19 and a 94% reduction in the number of symptomatic COVID-19 cases (9).

ABSTRACT

This study aims to investigate the nature and intensity of the changes in corporate financial performance due to the corporate social responsibility (CSR) disclosures as a result of certain relationships between corporate governance and company performance in the non-financial sector. This study selected 625 non-financial companies across six organizations for economic cooperations (OECD) countries' stock markets for the period of 10 years (2012–2021). For this qualitative study, corporate governance, financial performance, and corporate social responsibility score data were collected from the DataStream, a reliable database for examining the research on OECD countries' listed companies. For the data analysis we applied various statistical tools such as regression analysis and moderation analysis. The findings of the study show that all attributes of the corporate governance mechanism, except for audit board attendance, have significant positive impacts on financial performance indicators for all the selected OECD economies except the country France. France's code of corporate governance has a significant negative impact on return on asset (ROA) and return on equity (ROE) due to differences in cultural and operational norms of the country. The audit board attendance has no significant impact on ROA. Moreover, all the attributes except board size (BSIZ) have significant positive impacts on the earnings per share (EPS) in Spain, The United Kingdom (UK) and Belgium. The values obtained from the moderation effect show that Corporate social responsibility is the key factor in motivating corporate governance practices which eventually improves corporate financial performance. However, this study advocated the implications, Investors and stakeholders should consider both corporate governance and CSR disclosures when making investment decisions. Companies that prioritize both governance and CSR tend to have better financial performance and are more likely to mitigate risks. Moreover, the policy makers can improve the code of corporate governance in order to attain sustainable development in the stock market.

ABSTRACT

PurposeThis paper aims to find a suitable structure for a practitioner's handbook that addresses the structural elements of the business continuity (BC) practice.Design/methodology/approachThe case study using the mixed method, quantitative with a questionnaire and conceptual research approach was what has been chosen. The four steps to the research process are outlined: one, choosing the topic, two, collecting relevant literature, three, identifying specific variables and four, generating a structure. The design brought on by years of experience, should be put into an organised system and handbook that can be reused, without having to reinvent the wheel.FindingsA BC handbook should be as relevant to the executives and management as to their employees. By adopting a BC practice in a government department, state-owned entity, agency or municipality. Assurance will be ascertained for reliable, improved service delivery and reputation with much less interruption. Therefore a handbook with a "cradle to the grave” BC approach should outline, with examples of standards, awareness, policy, BC programme plan, BC structures, business impact and risk analysis, strategy, budgets, scorecards, monitoring and evaluation, recovery and BC plans, together with the audit and an International Standards Organization (ISO) 22301 certification process.Research limitations/implicationsThe research was limited to literature, questionnaires and identified variables pertaining to BC management (BCM) in the South African Government.Practical implicationsThe implications of the case study is that out of the variables identified and the relevant literature and standards, a structure for a relevant post-COVID-19 government practitioner's handbook could be made available.Social implicationsThe use of a BCM handbook for government would assist in the continuation of services through manmade and natural disasters. The service to the citizen, including but not limited to water, electricity, sanitation, medical and health services, and the food supply chain are just a few areas that can be positively impacted upon by good BCM. By implication the reliance of government structure are treated most in time of disasters as experienced through the two year period of the COVID-19 pandemic.Originality/valueThe government departments in South Africa do not have or have not implemented BCM due to the lack of clear guidelines. The COVID-19 pandemic however had accelerated the requirement for a top down BCM approach. To ensure that the scope of BCM is not limited, the possibility of having a set handbook for the government practitioner will ensure that service quality remains intact. Such a handbook related to government BCM practice is long outstanding.

In a new guideline aimed at healthcare professionals who are not kidney specialists, the institute said that patients with suspected or confirmed covid-19 should be monitored for AKI throughout their stay in hospital and managed appropriately if it develops.

ABSTRACT

During Covid 19 pandemic, Public Sector Banks (PSBs) experience the high and increasing level of gross non performing assets. This is as high as 14 per cent which is matter of concern to all stakeholders. Consequently, these banks to witness high provisioning, low capital base and dismal credit growth. To arrest the trends in stressed assets, existing recovery channels including Insolvency Bankruptcy Code have not produced the desired results. Hence, the Government has recently taken a bold decision to set up a Bad Bank and provide the sovereign guarantee to security receipts issued by the Bad Bank upon purchase of stressed assets from PSBs. The Bad Bank aims at buying stressed assets, restructure them successfully and, thereafter, to sell the same to investors which would facilitate the PSBs to clean their balance sheet and strengthen the capital base. While there is enough business potential for the Bad Bank in the near future, its success will depend on purchase price of assets transferred, expertise in management of distressed assets, business model and presence of a conducive environment to operate. It is hoped that, during the post pandemic, the Bad Bank would prove to be the best option for revival of stressed assets and enable PSBs to lend optimally for productive purposes. Towards this end, before the Bad Bank starts functioning, there is a dire need to create awareness of the same by understanding its background, organization structure, business model and emerging challenges.

ABSTRACT

The Medical Library Association (MLA) held its 122nd annual meeting May 3-6, 2022, in New Orleans LA. The meeting was entitled "MLA '22: Reconnect. Renew. Reflect" and utilized a hybrid model with some events in person, and some virtually. The virtual meeting was again broken into segments, all available using a variety of online platforms. Total attendance for the meeting was 1,250 with 575 attending in-person, and 675 virtually. Additional meeting content--including the meeting program and various electronic presentations from the business meetings, plenary sessions, poster sessions, and program sessions can be accessed by all meeting registrants via the MLA '22 website.

Due to the covid-19 pandemic, this event was held virtually via the zoom platform, directly from Professor Jurnalis Kamil Convention Hall, Padang, West Sumatra, Indonesia. This event was organized by the Faculty of Agriculture, Universitas Andalas, Indonesia, and became a part of the event to commemorate the 68th anniversary of the faculty. The theme of the ASIC 2022 was: "Research advancement and innovations in agroecology and smart agrifood systems.”There have been numerous revolutions in agriculture, which have improved competency and led to record-breaking yields and gains. The latest process is "smart farming,” contributing to humanity's survival and future prosperity. Smart farming presents numerous prospects for pervasive interconnection and database computer technology as part of Industry 4.0. Smart farming is the idea of agricultural practice in a creative manner while utilizing cutting-edge technology to improve the quantity and quality of agricultural goods. New methods to assure global food safety are part of the future of the food manufacturing industry. It enables farmers to boost yields more effectively and efficiently. Fertilizers, labor, seeds, and water are just a few resources that can be saved. Smart farming has supporting applications, including land management, selection of varieties, minimizing synthetic fertilizers and pesticide inputs, and replacing them with environmentally friendly inputs. Research and related technological innovations have been carried out but have yet to be adopted and properly integrated.The main objective of this conference was to provide a venue for exchanging knowledge, scientific advancement, and innovative ideas among researchers, academicians, governments, and organizations. The scope includes plant breeding and crop production, soil management, plant protection and food safety, the socio-economic of agriculture and natural resources, and all topics related to agriculture. The committee received more than two hundred paper s coming from 46 institutions, national and international. We encourage student presenters from undergraduate to doctoral programs to present their papers;hence, around 25% of s come from them.The conference program was divided into two main segments: plenary and parallel. The plenary session invited 13 speakers from within and outside the country and was attended by 610 participants during the two days' activities. The Scientific Advisory Committee on Aquaculture (CAQ) of the General Fisheries Commission for the Mediterranean (GFCM) held its twelfth session in hybrid mode, in Casablanca, Morocco and online from 7-9 June 2022. The session was attended by delegates from 18 contracting parties, three cooperating non-contracting parties, one observer, as well as representatives of the FAO Fisheries and Aquaculture Division, the GFCM Secretariat and invited experts. During the session, the Committee reviewed the work carried out during the 2019-2022 intersession, including within the framework of the GFCM 2030 Strategy for sustainable fisheries and aquaculture in the Mediterranean and the Black Sea (GFCM 2030 Strategy) and in light of the COVID-19 pandemic, and provided advice on priorities in the field of aquaculture management and research.

ABSTRACT

The Scientific Advisory Committee on Fisheries (SAC) of the General Fisheries Commission for the Mediterranean (GFCM) held its twenty-second session online, from 22 to 25 June 2021. The session was attended by delegates from 19 Mediterranean contracting parties, 11 observers, as well as representatives of the Food and Agriculture Organization of the United Nations (FAO) Fisheries Division, the GFCM Secretariat and invited experts. The Committee reviewed the work carried out during the 2019-2021 intersession, including within the framework of the mid-term strategy (2017-2020) towards the sustainability of Mediterranean and Black Sea fisheries and in light of the COVID-19 pandemic, and provided advice on status of priority stocks and ecosystems and on potential management measures addressing key fisheries and vulnerable species in the Mediterranean. In line with the subregional approach, the Committee formulated advice focusing on: (i) small pelagic and priority demersal fisheries in the Adriatic Sea;(ii) common dolphinfish and blackspot seabream fisheries in the western Mediterranean;(iii) small pelagic and bottom trawl fisheries exploiting demersal stocks, particularly European hake, in the central Mediterranean;(iv) deep-water red shrimp fisheries in the eastern-central Mediterranean, including their interactions with vulnerable marine ecosystems;and (v) round sardinella in the eastern Mediterranean. The Committee also agreed on the technical soundness of three FRA proposals for the Bari Canyon, the Ebro Delta margin and the Palmahim Disturbance, to be submitted to the Commission. At the regional level, the Committee provided advice on the following: (i) fishing technology and bycatch, including minimal technical specifications for bottom-trawl nets and the need for targeted pilot projects to investigate possible mitigation measures;(ii) data call for the database on sensitive benthic habitats and species and other effective area-based conservation measures for the protection of vulnerable marine ecosystems and essential fish habitats;and (iii) advances in the adaptation strategy for climate change. Furthermore, the Committee discussed additional work in support of the GFCM, namely the implementation of the Regional Plan of Action for Small-Scale Fisheries in the Mediterranean and the Black Sea, dedicated research programmes as well as other activities to enhance fisheries management in the region. Finally, the Committee agreed upon its work plan for 2021-2023.

ABSTRACT

The Association of Jewish Libraries (AJL), an international organization promoting Jewish literacy and scholarship and supporting Judaica librarians from K-12 schools to research institutions and archives, to community adult education programs,1 was no different. While the association had worked previously with an external company to increase its fundraising efforts in support of annual conferences and other member services, 2019 was the first time AJL hired a dedicated staff member-albeit a short-term contract employee-to concentrate on development. Following a midwinter meeting held online using Zoom, AJL leadership realized that its far-flung volunteers could meet much more easily in this virtual space. The public programs showcased AJL talent and resources, furthering the organization's mission to provide access to information and research and to promote Jewish literacy, while at the same time advertising the organization to potential members.

ABSTRACT

This paper describes the UK Research Ethics Committee's (REC) preparations and review of the global first SARS-CoV-2 human infection challenge studies. To frame our review, we used the WHO guidance and our UK Health Research Authority ethical review framework. The WHO criteria covered most issues we were concerned about, but we would recommend one further criterion directing RECs to consider alternative research designs. Could research questions be equally well answered by less intrusive studies? The committee met virtually, ensuring broad representation across the UK nations and also ensuring applicants could attend easily. We worked in collaboration with the applicants but while we recognise that such proximity might raise the accusation of 'collusion', we made every effort to maintain 'moral distance' and all decisions were made by the committee alone. Prior existing processes and policy facilitated training and review but even with this preparation, review took time and this could have hindered a rapid response to the emergency. Review for the various follow-on studies will now be speedier and once the pandemic has subsided, our group could be reconvened in future emergencies. In conclusion, we have tried to make decisions in good faith. We know there is controversy and disagreement and reasonable people may feel we have made the wrong decision. ABSTRACT

The paper explores the role of UK union health and safety representatives and changes to representative structures governing workplace and organisational Occupational Health and Safety (OHS) during COVID-19. It draws upon a survey of 648 UK Trade Union Congress (TUC) Health and Safety (H&S) representatives, as well as case studies of 12 organisations in eight key sectors. The survey indicates expanded union H&S representation, but only half of the respondents reported H&S committees in their organisations. Where formal representative mechanisms existed, they provided the basis for more informal day-to-day engagement between management and the union. However, the present study suggests that the legacy of deregulation and the absence of organisational infrastructures meant that the autonomous collective representation of workers' interests over OHS, independent of structures, was crucial to risk prevention. While joint regulation and engagement over OHS was possible in some workplaces, OHS in the pandemic has been contested. Contestation challenges pre-COVID-19 scholarship suggestingthat H&S representatives had been captured by management in the context of unitarist practice. The tension between union power and the wider legal infrastructure remains salient.

ABSTRACT

Congressional insider trading involves members of Congress or their staff trading on material, nonpublic information attained while executing their official responsibilities. This type of private profitmaking, while in a government role, casts doubt on the efficacy and impartiality of lawmakers to regulate companies they hold shares of. Egregious acts of illegal profiting from insider trading based on information entrusted to the government escape prosecution and liability due to fundamental gaps in the common law and the Congress specific statutes lack enforcement. Recent calls on Congress by the public and multiple bipartisan proposed bills in both chambers have begun to address this issue of illicit profiteering. However, these bills suffer from the same enforcement and disclosure hurdles that stymied the now decade old Stop Trading on Congressional Knowledge Act of 2012 (STOCK Act). Adopting a corporate mechanism, congressional blackout periods surrounding key events is a trackable and simple-to-monitor system to keep lawmakers in check. Congressional blackout periods bookending closed door hearings would prevent trading at moments where material, nonpublic information is likely to be used to avoid losses or extract higher gains.

ABSTRACT

Advisory committees are some of the most prominent ways older adults and carers are represented in democratic governance in contemporary North America. Yet little is known about how older adults and unpaid carers interpret the meaning of their engagement within governmental advisory committees. A thematic, interpretive analysis of qualitative interview data from twenty-four current and former members of advisory committees in Manitoba, Canada, was conducted. Although all participants were motivated to serve by personal experience and/or the common good, interpretive tensions arose at times between their desire for systemic change or advocacy and the mandate and/or function of their committee. Tensions between advocacy and advising appear to be especially pronounced in the context of changes perceived by members as threatening both the quality of public supports and services, and chances for meaningfully engaging older adults and carers in governance. Perhaps in part to reconcile this tension (and in some cases their own ongoing involvement) participants often characterized these committees as at least partially valuable and effective ways to engage older adults/carers, primarily through talking about personal benefits, the quality and efficiency of meetings, and feeling valued. The subsequent emergence of COVID-19 after these data were collected will likely only intensify social changes affecting older adults and carers, highlighting an even more pressing need for their engagement in policy co-design in and beyond continuing care sectors.
